The Circle and the Annulus

Let C be a circle of radius 16 and A annulus having inner radius 2 cm and outer radius 3 cm. Now suppose a set S of 650 points is selected inside C. Prove that, no matter how the points of S may be scattered over C, the annulus A can be placed so that it covers at least 10 of the points of S
