Magic Matrix

This is a fun problem I came across in Davidson Mooc on linear algebra. The problem is to construct a matrix in which once a particular entry is selected the entries in the corresponding rows and columns are deleted. At the end you are left with entries in each row which add to the same sum no matter how you pick entries in the first place.
